CONSTITUTION OF STUDENT’S UNION AND SISTER ASSOCIATIONS

THE FOLLOWING RULES ARE APPLICABLE TO THE STUDENT’S UNION AND SISTER ASSOCIATIONS

STUDENTS UNION

Objectives

The Student’s Union shall be the sole tribune of the student’s opinion inside the college. The objectives of the Union are:

(a)     To stimulate interest in the students in intellectual & academic activities by holding debates, occasional lectures by dignitaries.

(b)     To hold debates so as to provide opportunities for the cultivation of the art of debates and public speaking among the students.

(c)     To promote social intercourse among the members of the Union.

Membership

(a)     All students of the +3 stream of College shall be the members of the union.

(b)     Any student, whose name is struck off from the rolls of the College, shall cease to be a member of the union.

3.       The following shall be the office –bearers of the union. 

Office bearers

i)     The President (ii) The Vice-President (iii) The Secretary (iv) The Asst. Secretary

Executive Committee

                                    The executive committee consists of the following:

(i)      The President (ii) The Vice-President (iii) The Secretary (iv) The Asst. Secretary (v) One class representative from each +3 class of the three years Arts/Commerce/Science (vi) In addition to the above 9 class representatives, one woman representative will be elected by the  women students of the union.

The Adviser and Associative Advisers

(a)     There shall be an adviser nominated by the principal among the senior members of the teaching staff.

(b)     There shall be associated advisers nominated by the Principal among the senior members of the teaching staff to help the adviser in the smooth conduct of the union functions.

(c)     The Adviser and  or  Associate advisers shall remain present at ordinary meetings of the union. They will assist by their helpful suggestion in proper conduct of the union meetings.

(d)     The Adviser may , if he is unable to be present at the meeting, request a member of the staff to take his place and such person will discharge all the functions of the adviser.

(e)     The ruling given by the adviser in a meeting of the union on the request of the President shall be final.

The President

(a)     Any member of the union is eligible to stand for the post of President of the union.

(b)     The President shall preside over all meetings of the union at which he remains present. He shall be responsible for maintaining order and interpreting the rules. His ruling is considered as final.

The Vice-President

(a)     Any member of the union reading in 1st year degree and 2nd year degree class shall be eligible to contest for the post of Vice-President.

(b)     In the absence of the President, the Vice-President shall assume all his rights and discharge all the duties.

The Secretary

(a)     Any member of the union can stand for the post of Secretary.

(b)     The Secretary shall arrange debates ; give notice to all meetings held under the auspices of the union.

(c)     The Secretary shall select the subject for debates in consultation with the President.

(d)     The Secretary is liable to execute all decisions of the executive committee of the union.

The Asst. secretary

(a)     Any member of the union, who will be appearing for the final examination of any course of the University , shall not be eligible to contest for the post of Asst. Secretary.

(b)     The Asst. Secretary shall assist the Secretary in the discharge of the duties and in his absence discharge all duties.

The Vacancies in office

(a)     The office bearers shall hold office for the entire session unless they (i) cease to be members of the College union (ii) voluntary resign in writing, addressed to the Principal (iii) or removed from the office as provided in rule 1(b) below.

(b)     A motion for vote of no-confidence against any of the executive member who fails to discharge his duties properly can only be brought forward before the general body for consideration provided at least 1/3 of the members of the union sign a requisition with specific charge to the effect. On receipt of such a requisition, the Principal shall call for an extraordinary meeting of the Union to be held for that purpose giving at least seven clear days’ notice. Such a motion shall be deemed to have been passed only if not less than 2/3rd members of the Union present and vote in its favour.

(c)     Office bearers who are appearing University examination shall be deemed to have vacated their offices by the end of January. If the President and Secretary vacate their offices on the above ground then the Vice-President and Asst. Secretary shall succeed them respectively as the President and the Secretary respectively.

(d)     If any office falls vacant in-spite of these arrangements , it shall be filled up by holding a by-election subject to rule 10(e) provided below, if it is felt necessary.

(e)     Any office falling vacant after January will be kept vacant. The function of the vacant office will be looked after by the succeeding President and Secretary.

(f)      In case of the office of the succeeding President and Secretary fall vacant the Executive of the College Union will elect any member or members to the office concerned from among themselves subject to the approval of the Principal.

Meeting

(a)     Annual:- The Annual meeting of the College Union shall be held on such date as the Principal may appoint soon after the elections are over , where the incoming office bearers shall assume office. The Principal or his nominee shall preside over the meeting.

(b)     Ordinary:- Ordinary meeting of Union / sister Associations may be arranged by the secretary in consultation with the President and Advisor and Vice-President. The Secretary shall be responsible for issuing notice of such meeting at least two days prior to the meeting containing particulars such as the date and place of the meeting, subject for debate etc.

(c)     Extra Ordinary Meeting:- The extra ordinary meeting of the union /Sister Association may be convened:

(i)      At the direction of the Principal.

(ii)      On a written request addressed to the Principal and signed by not less than 30% of the College Union.

(iii)     Or on the request of the President to the Principal justifying the necessity for calling such a meeting when this is considered necessary by the Principal.

11.     Subject:

a)       In the  emergency meeting, if the majority of the Executive  member present does not  feel the necessary of Such  a meeting , then the meeting will be dissolved.     

b)      If the majority  of the members of the executive committee demand in writing before the President to convene a meeting of the executive body, then the  President shall with the permission of the Principal convene such meeting.

12.     Amendments:

a)      Amendments to any of these above rules shallbe considered in the Annual meeting of the  Union.

b)      Any amnedent effected by majority of 2/3rd  of the student present at the annual meeting of the   College Union and approved by the  Principal will be effictive from the date of approve.

c)      Any proposed amendment duly seconded shall be given notice of at least  a week earlier.

13.     General.

a)       During debate all general rule regarding debat and meeting shall be observed.

b)      The President may call any member to order or ask  any member to leave the meeting.

c)      The Principal shall be the final authority in all matters relating to the Union.

14.     Financial Procedure:

a)      In the Annual Budget  meeting of the College Union Executive Committee’ funds will be allocated to the College Union and various Associations if they so desire  except Dramatic Association & Athletic Association.

b)      Any subsequent amount to be drawn by the Secretary will not be admissible unless the voucher in support of expenditure incurred out  of the  previous amount  drawn are submitted  immediately  after the function  is over within  seven days duly passed by the Executive  Committee.

c)      In  case  of emergency the  Secretary of the  College Union   can draw the money approved by  the College Union executive committee  by submitting a requisition for the necessary amount in  consultation with the President , College Union.

d)      The Secretary of the Students Union is liable to submit the  materials (if any , taken from the College)/Bills/Vouchers/Accounts of the expenditure incurred by him/her/,in the  office through the Adviser immediately after completion of the Annual Function.

e)      An amount not less than 5% of the  collections during a year shall be kept as reserve to meet the  unforeseen expenditure, if any, and shall be carried  over to the  next year. At the end  of the academic session of every year,the unspent amount shall accrue to the  Development  fund of the college and will be utilized for various development work by the Principal.

f)       The total expenditure on refreshment arranged at different times throughout the year on different occasions should not exceed 20% of total collection  of that year.

g)      TA and DA shall be paid at the following rates to different student representatives from the funds of the different associations whenever they are deputed by Principal.

          i) Actual Bus/Train fare will be  allowed,           ii)DA Rs. 55/- per day will be paid.

15.     The presence of one third members in Executive committee and General Body meeting is necessary for quorum of the meetings of both Executive and  General Body respectively.

16.     The opinion  of the College Union may be taken in matters like excursion, magazine and drama   and sending delegates to  youth conferences or to university debates that directly concerns the  general interest of the student.

17.     The annual function of the student’s Union and other sister Associations  should be conducted as per the Govt. Notification.

SISTER ASSOCIATION

Beside the college union as the parent body, there are other sister associations such as.

          1. Dramatic Association                                           2. Athletic Association

          3. D.S.A., and common Room – Association            4. Literary Association

          5. Science Association (For Science students only)   6. Humanities Association(For Arts students only)

          7. Commerce Association (For Commerce students only)

For each sister Association there shall be one Secretary, one assistant Secretary and one  class Representative from each respective class.

Secretary: -             Any member of the student’s union is eligible to content

Asst. Secretary: -     Any member of the students’ union reading in the 1st year Degree or

                              2nd year Degree Classes only is eligible to contest.

The aim, constitution and function of the sister Association shall be as follows:-

1. DRAMATIC ASSOCIATION

a)       The aim of the Dramatic Association is to promote stage play, theatrical entertainment & Dramatic activities among the students.

b)       The executive body consists of the Principal as Ex-officio President,Vice – President & Associate Vice-Presidents are to be nominated by the Principal from among the members of the teaching staff. One Secretary is to be elected from the degree students, one Asst. Secretary is to be  elected From among the 1st year degree of 2nd year degree classes only and one class representative From each degree class.

c)       The duty of the executive body is I) to prepare & pass the budget for year , (II) to organize various competitions and functions of the Association and (III) to stage the Annual Drama. The Activities /affairs of the Association will be exercised by the decision taken by the executive Body.

d)       i) The Secretary shall in consultation with the Vice-president , arrange all meetings of the Executive Body   & organize various competitions & functions of the Association.

          i) He/She shall record & present the minutes of the meeting.

          ii) He/She is responsible to the Principal through the Vice-President as regards financial matters.

          iii) He/She should submit the materials / bills/vouchers/ accounts etc in the office through the vice-president immediately after completion of the Annual Function.

          iv) The Asst. Secretary shall assist the Secretary & be in charge to perform all the function in case of absence/ inability of the Secretary.

2. ATHLETIC ASSOCIATION

a)       The aim of the Athletic Association is to promote games & sports activities among the students.

b)       The Executive Body consists of the Principals Ex-officio President, Vice – President & Associate Vice President to be nominated by the Principal from among the members of the teaching staff. One Secretary is to be elected from among the degree students, one asst. Secretary to be elected from Among the 1styear degree of 2nd year degree Classes only and one class representative from each Degree class.

c)       The duty of the Executive Body is I) to prepare & Pass the Budget for the year, II) to organize various competitions & functions of the Association and II) to organize the Annual Athletic meet. The activities/affairs of the Association will be exercised by the decision taken by the Executive Body.

d)       i) The Secretary shall in consultation with the Vice-President , arrange all meetings of the Executive Body & Organize various Competitions & functions of the Association.

          II) He/She shall record & present the minutes of the meeting

          iii) He/She is responsible to the Principal through the Vice-President as regards financial  matters.

          iv) He/She should submit the materials /bills/Vouchers/accounts etc in the office through the Vice-Persident immediately after completion of the Annual Function.

          v) The Asst. Secretary shall assist the Secretary & be in charge to perform all the functions incase of absence /inability of the Secretary.

3.D.S.A. & Common Room Association

a)      The aim of the D.S.A & Common Room Association is to take up such cultural activities which develop the spirit of fellow feeling and co-operation among the day scholars and to strive to solve any problems or difficulties of day scholars on account of their remaining outside the college campus.

b)      The Executive Body consists of the Principal as Ex-officio President, Vice-President & Associate Vice-Presidents are to be nominated by the Principal from among the members of the teaching  staff, one secretary to be elected from among the degree, students one Asst.Secretary to be elected from among the 1st year degree or 2nd year degree classes only and one class representative from each degree class.

c)      The duty of the Executive Body is (i) to prepare & pass the budget for the year, (ii) to organize various competitions & functions of the Association. The Activities /affairs of the Association will be exercised by the decision taken by the Executive Body.

d)      i) The Secretary shall in consultation with the Vice-President , arrange all meeting of the        Executive Body & organize various competitions & functions of the Association.

          ii) He/She shall record & present the minutes of the meeting.

          iii) He/She is responsible to the Principal through the Vice- President as regards the financial matters.

          iv) He/She should submit the materials/bill/voucher/accounts etc. in the office through the Vice-President immediately after completion of the Annual Function.

          v) The Asst. Secretary shall assist the secretary & be in charge to perform all the functions in case of absence/inability of the Secretary.

4.LITERARY  ASSOCIATION

a)      The aim of the Literary Association is to promote literary activities / sensibilities among the students.

b)      The Executive Body consists of the principal as Ex-officio President, Vice-President & Associate Vice-President are to be nominated by the Principal from among the members of the teaching staff, one Secretary to be elected from among the degree students, one Asst.Secretary to be elected from among the 1st year degree or 2nd year degree classes only and one class representative from each degree class.

c)      The duty of the Executive Body is (i) to prepare & pass the budget for the year. (ii) to organize literary activities like debates, essay,etc.(iii) to organize various competitions of the Association. The activities / affairs of the Association will be exercised by the decision taken by the Executive Body.

d)      (i) The Secretary shall in consultation with the Vice-President, Arrange all meeting of the          Executive Body & organize various competitions & functions of the Association.

          (ii) He/she shall record & present the minutes of the meeting.

          (iii) He/She is responsible to the Principal through the Vice-President as regards the Financial matters.

          (iv) He/She should submit the materials /bills/vouchers/accounts etc. in the office through the Vice-President immediately after completion of the Annual Function.

          (v) The Asst. Secretary shall assist the secretary & be in charge to perform all the functions in case of absence / inability of the Secretary.

5. Science Association

a)      The aim of the Science Association is to spread scientific Knowledge among the science  students.

b)      The Executive Body consist of the Principal as Ex-officio President, Vice-President & Associate Vice- President are to be nominated by the Principal from among the members of the science teaching staff, one Secretary to be elected from among the degree science students, one Asst. Secretary to be elected from  among  the 1st year  degree or 2nd year degree classes only and one class representative from each degree science class.

c)      The duty of the Executive Body is (i) to prepare & pass the budget for the year, (ii) to arrange lectures and discussion of scientific interest,(iii) to invite distinguished speakers to deliver lectures on scientific topics,(iv) to organize excursion to places of scientific interest,(v) to arrange annual science exhibition,(vi) to organize all competitions and functions of the association. The activities / affairs of the Association will be exercised by the decision taken by the Executive Body.

d)      (i) The Secretary shall in consultation with the Vice-President, arrange all meetings of the Executive Body & organize various competitions & functions of the Association.

          (ii) He/She shall record & present the minutes of the Meeting.

          (iii) He/She is responsible to the Principal through the Vice- President as regards the financial matters.

          (iv) He/She should submit the materials / bills / voucher / accounts, etc. in the office through the Vice-President immediately after completion of the Annual Function.

          (v) The Asst. Secretary shall assist the Secretary & be in charge to perform all the functions in case of absence / inability of the Secretary.

6. Humanities Association

a)      The aim of the Humanities Association is to promote Arts education & literature and to explore Arts education to acquaint students about the development in humanities.

b)      The Executive Body consists of the Principal as Ex-officio President, Vice- President &  Associate Vice-Presidents are to be nominated by the Principal from among the members of the teaching staff, one Secretary to be elected from among the degree Arts students, one Asst. Secretary to be elected from among the 1st year degree or 2nd year degree classes only and one class representative from each degree Arts class. 

c)      The duty of the Executive Body is  (i) to prepare & pass the budget for  year,(ii) to arrange lectures and discussion of literary, cultural and inter disciplinary nature,(iii) to invite distinguished speakers to deliver lectures on literary , cultural and inter disciplinary topics,(iv) to organize excursion to places of literary, cultural and monumental interest, (v) to arrange annual Arts Exhibition, (vi) to organize all competitions and functions of the Association. The activities /affairs of the  Association will be exercised by the decision taken by the Executive Body.

d)      (i) The Secretary shall in consultation with the Vice-President, arrange all meeting of the Executive Body & organize various competitions & functions of the Association.

          (ii) He/She shall record & Present the minutes of the meeting.

          (iii) He/She is responsible to the Principal through the Vice-president as regards the financial matters.

          (iv)  He/She should submit the materials/bills/vouchers/accounts etc. in the office through the Vice- President immediately after completion of the Annual Function

          (v) The Asst. Secretary shall assist the Secretary & be in charge to perform all the functions incase of absence / inability of the Secretary.

7. COMMERCE ASSOCIATION

a)      The aim of the Commerce Association is to promote Commerce education and to acquaint Commerce students about the recent developments in the field of commerce.

b)      The Executive  Body consists of the  Principal  as Ex-officio President, Vice-President & Associate Vice- Presidents are tobe nominated by the Principal from among the members of the Commerce teaching staff, one  Secretary to be elected  from among  the  degree  Commerce students, one Asst. Secretary to be elected from among the 1st year degree or 2nd year degree commerce classes only and one class representative from each degree Commerce Class.

c)      The duty of the Executive Body is (i) to prepare & pass the budget for the year, (ii) to organize the Annual function of the Association (iii) to organize seminars on E-Commerce, Financial management, Advanced tools & Techniques and its application of Financial Analysis, Value Added Tax (VAT) and working Capital Management. The Association also imparts Practical teaching to the students through study tours, Industrial visits and organize work-shops etc. The activities of the Association will be exercised by the decision taken by the Executive Body.

 d)     (i) The Secretary shall in consultation with the Vice- President,arrange all meetings of the Executive Body & organize various competitions & functions of the Association.

           (ii) He/She shall record & present the minutes of the meeting.

          (iii) He/She is responsible to the Principal through the Vice-President as regards the Financial matters.

          (iv) He/She should submit the materials/bills/voucher/accounts etc in the office through  the Vice-president immediately after completion of the Annual Function.

          (v) The Asst. Secretary shall assist the Secretary & be in charge to perform all the functions in case of absence / inability of the Secretary.

ELECTION RULES

a)      In the beginning of each academic session , on such dates as may be fixed by the State Government, election shall be held to the different office bearers of the College Union and Sister Associations.

b)      The Election will be conducted by the Principal or his nominee. At least 7 days’ notice shall be given for the election, as per the Govt. notification.

c)      Nomination to such election duly seconded shall reach the Principal or his nominee in the available prescribed form at least three clear days before the date of election or the time fixed by Government. No student shall be a proposer or a seconded in more than one nomination  paper for any post.

d)      Every member of the Union  has the right to vote in the  election . No member shall give more than one vote for each contesting candidates.

e)      Election shall be conducted and votes recorded in such a manner as the Principal shall determine or as directed by state Government from time to time.

f)       The candidate obtaining largest number of votes shall be declared elected.

g)      In case of equality of votes between any two or more candidates, the election of the successful candidates will be decided by lots.

h)      No person being elected for a post  either of the College Union or of Sister Association  can contest for any other post of the same  or the other. Voting should be conducted on the basis of secret ballot.

i)        A student filling nomination for more than one office of the Union or Sister Association should with draw from all except one. If the contestant does not do so, all the nominations will be declared invalid.

j)        Candidates contesting for the post of office bearers of the College Union and other Sister  Association of the College shall have to deposit Rs.25/- as security deposit for each office, except to class representatives. Candidates should attach the money receipt with the nomination paper and submit the same at the time of scrutiny. The amount so deposited by a candidate will be forfeited and credited to the College development fund in case the candidates fails to secure  20% of the votes cast for the post.

k)      Disfiguring the wall and rooms of the college building compound walls and other public buildings is strictly prohibited. Such action will be considered as election offence and stern action will be taken by Principal in consolation with the election committee appointed by the Principal . The penalty may vary from imposition of a fine or invalidation of nomination.

a)      Castigation ,vilification and lampooning against the contestants and employees of the College are strictly prohibited during the class room campaigning  and ‘ what I stand  for” meeting. The substance of the speech must cover the aim and objective of the contestants and any deficiency in the College. Violation  of these instructions will be viewed seriously and action as deemed fit will be taken by the principal in consultation with  the Election Committee. The action may vary from  imposition of fine or invalidation of nomination .

b)      The Principal may nominate candidates for Non Contested post ,once election process is over, if needed.

RULES FOR RECOUNTING

1)      Any candidate who wants recounting of the votes should submit an application to the Principal  within two hours of the declaration of the result.

2)      The application for recounting must be, accompanied with a receipt of Rs.50/-(non refundable) deposited at the College counter.

3)      The candidates should mention the reasons for such a claim.

4)      On close scrutiny of the complaint, if it is to the satisfaction  of the election committee, recounting of votes may be allowed by the Principal and the candidate  is  required to deposit Rs.200/- at the time of recounting.

5)      The time and date for recounting will be fixed and notified by the Principal.

6)      If the candidate wins the election through recounting the deposit of Rs.200/- will be refunded otherwise the same shall be forfeited.

7)      At the time of recounting only the candidates for the post for which recounting is made will be allowed to be present.
